Today, California voters will decide the fate of Proposition 82, which would make preschool available free for all 4 year olds in California regardless of family income. Funding would come from adding 1.7% to the tax rate on taxable incomes of more than $400,000 for individuals and $800,000 for couples.
The initiative would enact the Preschool for All Act which would allow parents to choose among public and private providers who elect to meet state requirements. By July 1, 2014 all teachers in participating programs would be required to have a bachelor’s degree, including at least 24 units of early childhood learning. The initiative includes both funding to support teachers in their pursuit of higher learning as well as to encourage colleges to develop or expand courses in early learning.
For certain, the eyes of early childhood advocates around the country will be on the results of today’s vote.
