Children under three years old experience more maltreatment and suffer higher rates of serious injury than any other age group (U.S. Department of Health and Human Services, 2015). Maltreatment that occurs under age three is particularly damaging for young children’s emotional wellbeing. Parental maltreatment of infants and toddlers is the ultimate failure of the environment to provide the caregiving experiences necessary for healthy development (Cicchetti et al., 2000). Maltreatment encompasses neglect, physical abuse, physiological maltreatment, and sexual abuse.
